The range should be good as you can get 20+ keys quite easy and the best item/unusual offers can get up to 23.

High end is too high based on the proof you provided.
You have to factor in an unusual overpay/overpay in crap.
Also, the most accurate price tends to be the average. So, the highest offer, once factoring in unusual overpays, is 21 keys.
He also has a tentative b/o of a bmoc+8 keys, which is 22 keys.
so i think the whole range needs to be shifted down 1 key since hes only received 2 offers above 20 keys and since his buyout is 22 keys and since he rejected 21 keys.

P.P.S Has a buyout of 24 keys--Finger's comment (Its also over a month old and almost no interest--2 people were interested, but didn't really make an offer)
