Not many of these are being sold, but majority of sellers are asking for 24 Keys+ but generally not many people have offered/bought for that price. The only wrench's that have been bought were bought at 20-22 keys, and on outpost that is only around 2-3 sold. So out of all these SF Wrench's 90% of people are asking for 24 Keys or higher but generally with no result, and they still don't bother lowering the price and the few people(2-3 people) that are asking for 20-22 keys have sold but that's only 2-3 people which is a small percentage. Therefore, i am proposing to raise the high value of the wrench to at least 24 Keys because 90% of people are asking for around that price, but because they haven't sold, i think the SF Wrench should retain a low value of 20 Keys.

Well has anybody actually been offered 23-24 keys? If everybody asked for 23-24 keys, and nobody bought it, do you think the buyers would pay the 23-24 keys, or would the sellers lower to 22-0 keys?
but the thing is, it's kind of like a stalemate. The buyer's aren't offering more than 22 Keys and the Sellers aren't selling less than 24 Keys. So no one is moving either way as the price has been like this for a long time. By raising the higher end, it solves this problem and creates somewhat of an equilibrium between both the buyers and sellers.
It's my understanding that the pricelist is meant to reflect what items are actually selling for. Unless you've got people offering above the current range or sellers selling below the current range, evidence needs to be evidence of actual successful sales.
I'm not sure establishing some sort of neutrality between buyers and sellers is really within the scope of bp.tf. Going to downvote for the time being.
2 people offered 26-27 keys on the first link while only 3 people bought for 20-22 keys
When I had a S.F. Stickybomb Launcher, I saw numerous offers (around 4-5) of 1 bud for it. I also saw offers of around 22-24 keys, not counting lowballs (below 20 keys or non-serious offers), and yet it was nigh impossible to sell it for anything decent. Offers are all well and good, but unless you can prove that it was sold for that price, and consistently so, it's not very good proof.
read the comment i made on the bottom of the page
I don't quite follow your logic that 20-24 keys is an acceptable price range. I will prove this by contradiction:
Let's assume that your suggestion, 20-24 keys, is accurate. If your suggestion is accurate, then we would be able to find successful trades at 20-24 keys. But, as you stated yourself, "out of all these SF Wrench's 90% of people are asking for 24 Keys or higher but generally with no result". If there are "no result(s)", then the sellers are unable to sell for 24 keys. But this contradicts our assumption that 20-24 keys is an accurate representation of the market.
Thus, 20-24 keys is not an accurate representation of the market.
However, I'll be the devil's advocate for myself -- I did find a trade where a couple of people offered a bud/26 keys for the Wrench:
http://www.tf2outpost.com/trade/4915063 - one offer of 26 keys (2 days ago), one offer of a bud (1 week ago)
Unfortunately, it's only 1 trade, but it lends a small bit of credence towards 24 keys being possible. I'll look some more.
On outpost i only found 3 deals where people sold either at 20 or 22 Keys, which is a relatively small sale rate compared to the amount of SF Wrench's out there. Now with your link it shows 2 people who have offered 26 keys or 1 bud. Based on this information we have 3 people who have bought SF Wrench's at 20-22 Keys and we have 2 people who have offered 26-27 Keys. So going of that information 2 people offering 26-27 keys is quite a large amount seeing as only 3 people have sold at 20-22 Keys
idk about this, i can go neutral for now
Can you suggest what you think is a better price so i can get some more input on it?
of people offer 22 keys, and not buy at 24, then maybe 22-23 is better range?
Well, there were also offers of 20 Keys. In total, 2 offers of 20 Keys, 1 offer of 22 Keys, 1 offer of 26 keys and 1 offer of 1 Bud(27 Keys).
I dont see any proof of a raise in price other than those two random offers Kart-man showed. Everything else suggests current range is fine
