Your proof is a bit shoddy:

http://www.tf2outpost.com/trade/3120046 - it isn't clear that there were recent buyers for the second one.

http://www.tf2outpost.com/trade/5283403 - an automated, paint-selling bot who is all out of stock. From the looks of things, it seems to have been out of stock for a couple of weeks. Thus, no one can verify whether paints were recently sold for the asking price.

http://www.tf2outpost.com/trade/7841053 - the seller of the Slate paint still has it in his backpack, thus the deal 2 weeks ago was unsuccessful.

So, the proof isn't great -- however, I'd like to contribute a screenie from 5 days ago where I sold a Slate paint for 1.33:

It might be possible to sell at 1.33, but it needs stronger evidence to support this.

Only about 35 listings on Outpost and about half of them are sold out, so really there's about 15-20 listings with any in stock. I found none unsold at 1 ref and they do seem to be able to fetch a few scrap more if given some time. I'll accept this.
