While there are people that are successfully selling for the 1 key + .33, there aren't enough to consider it part of the valid range. With so many people available to sell them at 1 key each, the upper range is nothing but a highball price.

If you're not impressed, I am sorry, but if I can find people selling them for 4 ref and managing it, I will take advantage of it.

That's not my opinion. I don't suggest prices based on opinion.
Lower range in a price suggestion is where items are selling, but there are very few available and usually close to sold out or sold out within a day.
Upper range in a price suggestion is where there are a multitude available and do sell at a decent rate.
1 key is not a lower range. There are so many on outpost easily available at 1 key each. There are only 2 conditions that people will pay more. First is that all of these people selling for 1 key happen to be offline. The second is that somebody is rich enough that .33 is useless to them and will just buy the first one they see on the list. Both of these scenarios are under the description of a highball price.
Hey, if someone's offline and is selling for a key and finds someone for 4 ref, I don't see a reason why not to include 4 ref then. But where is it written that both those "scenarios" are considered a "highball" price? Because then we're back to opinions again.

Again, the person manages to sell 3 giftwraps for 3.88 - 4 ref. I still don't see the reason why not to include it, when it is possible to do it. :)
Selling 3 items across 10 days is nothing special. That amount is extremely small compared to the amount of gift wraps that are bought. They are a semi-high volume item.
Here is the current trade of the person you are showing selling those. Here is their last trade that they close due to lack of interest at 3.88.
Okay, but the 1st link I showed you, he managed to sell 3 giftwraps for 4 ref each within a day. That does say something. How can you say it's a "semi-high volume item"? What does it take to make it that?
According to his backpack history, he has only sold 1. Had 10 untradable on the 2nd and now has 9.
But some of your 3.66 ref links are unsold, that doesn't really help. However, what I did notice is that 3.55 ref is doing WAY better than 3.66 ref. :)

Keys are 3.44-3.66 currently. 3.66 being unsold does help my suggestion by proving that it is more than just an instant-sell lower range price.
The guy selling for 1 key - 1 scrap is a perfect example of why the price should be where it is. By analyzing his backpack, you can tell he has, currently, 17 store packages. This shows that what he is doing is selling keys to the store, buying the gift wrap (and other items) and then still able to sell them at a profit. 17 packages means he has spent at least $340 doing this.

i dont know about dollars but thats what i am doing for profit with vintage lugers
i buy them 9 keys i sell them in steam market for 18.55+fees euro each
i buy 12 wraps i sell them for 1 key each i profit 3 keys and some steam wallet money 0,8 euro its maths!
and clear profit!
for every 9 keys i spend i get 3 back as profit !

tbh if i were you i wouldn't be suggesting to raise the price here because once people know of the loophole there'll be less of a profit for you. i personally know a few tricks and inaccuracies in the pricing myself but then why spoil the fun? :)

Yeah totally my experience, but I'm neutral here. It's like with the black paint at 3 keys, they sell but should this be included in the range? I think not, but that's just my opinion.~

Same here. It appears "What I always pay" does not define the entire market. I'll refrain from voting, key + reclaimed seems to sell fairly easy but I really can't be bothered now to try and prove that.
