I have no idea how the last suggestion was passed. No proof or anything. http://backpack.tf/vote/id/511675c8ba25361f1b000002
However, I believe this item does need a slight price drop. Proof below.

Will add more proof as I find it, Outpost is being annoying and I have a scrim.
Link 1 in the sold section doesn't seem to be sold at all, just saying. Going Neutral as I see around Outpost lots of people selling at 2 ref and unsold. But at the same time some are being sold and some at even more.
He had multiple, now has one. Conclusion is, he sold some.
Regarding your "SOLD" links, Link 1 has not sold any Silver Scatterguns. None of the people who added him have a Silver Scattergun that belonged to him. Link 2 looks good, but both links 3 and 4 still have the Scattergun in their backpack. As well, the guys who supposedly bought one off them have no Scattergun in their backpacks.
...You're right. I suppose I shouldn't do this while pressed for time.
I'll leave the trade open, as it has more proof than the other current suggestion, and even if nothing is completely conclusive, it's better than nothing. But thanks for fact-checking for me.
So... why was the last suggestion accepted? I looked into this a bit myself.

Did this item need a change? Yes. Should it have been lowered to 2 ref flat? Maybe. Should the minimum have been 1.77? No. Not nearly enough evidence for buyers below 2 ref- people are too willing to take them for 2 flat.
Buyers:
Link 1 is 3 hours old and he didn't specify Strange quality, so sellers won't be able to find him.
Link 2 is 15 hours old and he didn't specify Strange quality, so sellers won't be able to find him.
Link 3 looks good.
Link 4 has been offline for 2 days and has a Silver Scattergun in his backpack.
Link 5 supports the current price.
Link 6 has one in his backpack. Either way, 1.33 is below the current price.
Link 7 is below the current price.
Sellers:
Link 1 has not sold.
Link 2 looks good.
Link 3 is unsold and the 2.33 offer is a week old.
Link 4 supports the current price.
Link 5 supports the current price.
Link 6 supports the current price.
Link 7 has not sold.
Link 8 supports the current price.
Link 9 has not sold.
Link 10 supports the current price.
Link 11 has not sold. It would support the current price even if it had.
Link 12 has not sold. It would support the current price even if it had.
The only link you provided that disproves the current price is Link 3 of your Buyers' links. I'm not sure that's enough to disprove the price.
Link 2 had one without strange parts which sold for 2.66, the one with parts has not sold and it was listed at 1 key. I couldn't find a single outpost trade selling or buying at 1.77- why should it be kept in the range? I don't think one trade for 1.66 is enough to justify 1.77-2 ref.
I accepted 1.77 - 2 solely because 2 - 2.66 is less accurate.
Both of the current price suggestions up now are more accurate than 1.77 - 2. I'm trying to decide which is the most accurate.
The problem is that these aren't too hard to find at 2 refined, but then there's contradicting pieces of evidence like the one buyer who can't get one for 2 ref and the two sellers who sold it for 2.33 and 2.66.
