Unfortunately there's only one on Outpost at the moment. Fortunately, however, it has been traded around a bit lately. Also I'm wanting to update this never-been-updated suggested value to bring it out of the dark age of not-having-a-red-triangle.

This two-week-old trade that currently contains this hat --- [url]http://www.tf2outpost.com/trade/8205254[/url] --- has, first, been offered a hat ([url]http://www.tf2outpost.com/trade/8282484[/url]) that has been updated to 2.9 buds (top value) here four days ago. I'll call this an offer of 2.5. It also got some other lower offers. I've tried but unfortunately I can't find what this seller actually paid. However, if we look in the backpack of the seller before that ([url]http://www.tf2outpost.com/backpack/61778[/url]) we can see a Level-71 Max's Severed Head that had belonged to the current seller, so I'm going to say that it appears to have sold for at least that (hence I'm choosing two as the lower value).

Bought with two buds and offered an Unusual that can reach up to about 2.9 buds. I'll call this 2.5.

The last owner was offered 2.5 ([url]http://www.tf2outpost.com/trade/8097822[/url]). However, in that same trade he said that he would swap it one-to-one for a Max's Severed Head (that isn't Level 1 or Level 7) so something was fishy about the 2.5 buds offer.

Willing to take two buds.

Before that it did have a buy-out price ([url]http://www.tf2outpost.com/trade/8066581[/url]) of 2.7 buds. This itself doesn't say anything but enforces why I won't value it higher.

Not above 2.7 buds.

Before that, this one [url]http://www.tf2outpost.com/trade/7790664[/url] swapped for a Stormy Storm Charmer's Chapeau ([url]http://www.tf2outpost.com/trade/7680741[/url]). This Chapeau is dropping massively but a month ago was just touching about the 2.5 mark so I'd call this about 2.3.

Traded for an Unusual that was worth 2.5. I'll call this 2.3.

So that's its history over the past month. Allegedly there was another on Outpost at some point during that time but I can't find it. I've stated why my low value is two buds. As for the higher value, the Searing Plasma pile may have been an exception so I'm going to take between what I said for it (2.5) and the Stormy Storm Charmer's Chapeau (2.3 at the time) and say 2.4. My personal thoughts are that if any of these traders had been patient and waited, it may have achieved 2.5 buds or even more but 2-2.4 is the best range that I can conclude from the evidence that I found.

Taking the average of 2.3 and 2.5 for the high value, I'll say 2.4. The low value was easy to establish.
