First of all, you should use the average values when valuing offers since the average is the most accurate. Secondly, you have to remember to factor in an unusual overpay. Now, the highest offer is 30 keys (28~ pure).
32 does appear to be too high.
What about the Eerie Orbiting Fire Steel Toe offered in the 3rd link? That hat is valued at 1.4-1.8 buds.
Quite an outlier.

Edit: Found it, it was an offer of an eerie handyman (~2), not a steel toe. Even more a outlier + the deal doesn't went through.
There was also another 1 bud offer in the first link.
I think this is a reasonably conservative bump up based on the offers.
