Conclusion: With crazy prices and offers, I would've placed the price range at 1-3 ref but that wouldn't be logical at all. Most offers fall in the region of 2 ref and also 1 key at the same time. 2-3.66 is also absurd so in the end, after a thinking hard for a long time, 2-3 ref as a range seems more suitable in this case. I know the range is big, but this is currently happening.
Price currently seems way low and I know when I bought that ol' PN@TI and sold mine not that long ago, it went for a key plus wrap fairly quickly. Got my upvote.

All the offers of over 2 ref were made a while ago by a few people who have since bought a luger already... and the two key luger buyer is most definitely an outlier. With so many not yet selling for 2 ref, I don't think 3 ref should be the high range...
it's true that there are some still yet to be unsold at 2 ref. However people are selling this items at various prices (even 0.66 ref). If 3 ref couldn't be the high range, then what about all the 1 key offers on this item? I don't think there's actually a stable price for this item and we can't look at it as a normal item. There were various offers being thrown around and we somehow still have to consider them.
The reason why I suggested 2-3 ref is because even though it did not cover the key price (its rather absurd to suggest 2-3.55 ref too), but since majority of the offers are either 2 ref or 1 key, even the current range of 1-2 ref is inaccurate. If I were to suggest 2 ref flat, it will also ignore the fact that the 1 key offers do exist. o.o
also, Glort commented that he recently sold his for 1 key + rep fairly quickly.
Some of the 1 key offers are pretty old... so if we get rid of the outliers, then the middle price falls around 2 ref IMO

So if thats the case, what do you suggest the price to be? (taking into consideration that Glort recently sold his for 1 key). Because its rather hard to fairly price this and the only offers available ranges from days to weeks to months. @__@
These things do sell pretty slowly, and I'm not a huge fan of increasing the price of this item by twofold when the majority of trades can still happen at 2 ref. I think a price of 2 ref would be best, but I'll let you or another mod decide on the outcome of this suggestion.

The amount of inactive trades meant that the trades that was selling at 2 ref are actually capable of selling it off at that price, but since they were inactive, none of the the lugers were sold in the end.
