Conclusion: Not really much to go off of, so I'm sticking to a moderate increase do to there only being one pure offer. Higher end of 27 keys is due to it being likely that the guy would have added a key or so. Lower end of 23 keys because it is unknown whether an offer around 26 keys would be repeatable.
