I would say that this hat can be sold for 17 keys (with patience, one sold for that price, refer to proof), but also very hard to get good offers for this. Offers being made are at a range of 14-15 keys and that should justify this price suggestion.
by default i've seen that most unusuals that arent "worst hat worst effect bad class" generally get offers of 14 keys, and sell for 15-17, so i agree with this suggestion.
Bottom range could be like a key higher since the trader rejected 15, but it's OK. Apparently people actually somewhat want this thing...
On a side note, I saw http://www.tf2outpost.com/user/20857 this guy sell two of his for $20 each on TF2R - they were raffled away very quickly thereafter
