No matter how long or how hard you look, you'll never find anyone willing to sell this for less than a refined anymore. The price is going up.

How do you not have one in your bp.... oh wait he has items painted this colour.
have you considered the thought of the suggester raising the price to what he thinks is accurate because he knows the market well since he's been looking for more zepheniah's greed to paint his items with?
ETA: at least to me that seems more likely than him trying to raise his 1258 refined backpack with a whole refined (less even, since full hat price + full paint price is hard to get but I digress)
I did take that into consideration but seeing as he provided no proof to back up his suggestion this could be the only conclusion, seeing as lots of people lately are trying to raise there backpack prices by a scrap to a refined by posting suggestions without any proof at all, including people with expensive backpacks.
No matter how long or how hard you post, you'll never get it accepted if you don't have proofs. The suggestion is going downvoted.
from quick look on outpost this paint seems indeed impossible to get for less than a ref. If this suggestion is still up I might check buyer trades tomorrow, but I think the suggester is right in this case.

It's a legitimate price increase, wonder if this will be a case in which someone who just wants to put an accurate price but doesn't feel like posting "proofs" will be accepted? Has my upvote.
There will be an outrage of the people against the admins for passing a suggestion that has no proof.
