As the pyrovision update sinks further into the past, less and less people have these. The price should reflect this.

Also, that is not strictly correct. Some people still collect them for collections and some give up and sell them. It would be better to say something such as "More players are joining TF2 without owning this item." You could make that sentence much more professional but I'm too lazy to help with that.

The only reason these should be going up is because there are a lot of people collecting/hoarding the vintage goggles and want to have 1 of every level in their inventories.

Any proof that the Goggles can be sold for 0.44-0.55? Any proof that buyers cannot buy them for 0.11-0.22?

Prices on backpack.tf reflect what people are willing to pay. It is not a function of quantity.

Until new players start craving pyrovision update drops, I don't think this will be rising, any time soon.
