Bringing down the high range abit. Proof below:
Being offered:
http://www.tf2outpost.com/trade/8676101
13 keys + 1 rec
http://www.tf2outpost.com/trade/8210731
14 keys (seller willing to sell at 15 keys)
http://www.tf2outpost.com/trade/8780004 - B/O of 17 keys
no notable offers
http://www.tf2outpost.com/trade/7891848
Steaming Geisha Boy + small sweets (13-17 keys)
Conclusion: It seems impossible for this hat to get any offers above 15 keys as of now. One trade set a B/O of 15 keys. While most offer fall in the range of 13-14 keys. The lower range shall remain at 13 keys. But the higher range will drop to 15 keys.
Its true that there are lowballers all around. Have a look at the second link where the seller is willing to sell this unusual at 15 keys. The other trades never got an offer exceeding 15 keys (which is why i placed this as a high end). Another thing is that, based on the previous suggestion, most offers fall in the region of 13-14 keys. I didn't change that because it is currently happening, just as how it was 1 month ago with the other price suggestion. the main reason why I'm suggesting a new price is to bring down the higher range.
