yes, but the classifieds doesn't have a lot of traffic so its not really a valid trade (imo).

That's what I think too, I wanted to place 1.66 flat, but the sole trade (selling 1.55) in outpost hasn't gone through either. That's what bugs me most. Also, not all totes at 1.66 have buyers in a day or two. But the main thing is that I'm positive that you can't get this for 1.33 ref. Hence, the suggestion :3

I wouldn't take buyers trade (1.33 ref) as a proof over here. 1.33 ref is the price of a standard craft hat and anyone who wishes to sell their hat for quick metals would just sell them there. The main point here is that there is no sellers at 1.33 and 1.55-1.66 sells well at the moment.
