OMG he haz sum I weel daunvoat nao.
Ok but seriously, the price is 2 months old; before the first 9 hats were retired (and this crate happens to hold one).
Here lies proof:
Sellers @ 1 scrap
http://www.tf2outpost.com/trade/7004222 - Sold 55
http://www.tf2outpost.com/trade/8634709 - Has an add in comments
Sellers @ 2 scrap
http://www.tf2outpost.com/trade/6845204 - Has adds in comments
http://www.tf2outpost.com/trade/7866175 - Same as above
Selling for offers
http://www.tf2outpost.com/trade/8619392 - C/O of 0.16
http://www.tf2outpost.com/trade/8234573 - Offered 0.11
Steam Community Market

Cheapest one is currently $0.14, which at current metal price of $0.37 converts into around 0.38; over 1 rec.
And that's all I have. Very hard to find crate. There are a few 1 rec sellers but I don't want to list them since they have no notes/adds/proof of sales. Basically, it can sell for over 1 scrap and could use a small range bump.

Your 'selling for 2 scrap' links have 0 recent adds that say they want a crate 7. If you actually looked, the "I'll buy a crate 7" posts are 1-2 months old. That leaves the 1.5 scrap offer, which does not suffice.
you cant use the steam market price for the price of paypal metal. the price source in steam market is 2.27 which is about 3.77 ref and therefore it would take +16 in place of a key. 1/16 of a key which would be about .22 ref, but I thank you that you found me a somewhat cheap seller for certain crates, (link 1)
Pre-Uber Update crates probably have the highest "risk-to-reward" factors of all Mann Co. Crates out there, and this one is no exception. Literally, there's a 50% chance you'll get a normal craft weapon (which is usually only worth 0.05 ref), but the other 50% contains the chance to get rare wearables and tools you can't get anywhere else. This crate is no exception: not only do you get the chance to get a Demoman's Fro, but also a Description Tag and Team Spirit paint.
That being said, in response to your response, I see most of the adds you have are either outdated, like Sugio said, or a little misleading. There's also the stuff about the Steam Market, but I don't find that to be wholly truthful as Steam Market prices tend to be overinflated by default.
Neutral voting for now, although I am open to changing it based on other offers.
The pre-uber update crate prices are not only based on what you get from opening them, but also by rarity and demand. I know a lot about crate trading and low numbered crates are able to sell at at least a scrap.
If we went by Steam Market prices then (assuming a ref is 40 cents, which is extremely generous) keys would be worth over 5 refined. Downvoted for that and the fact that the 2 scrap sellers haven't had sufficient sales.
People are willing to buy them at 14-17 cents (around 2 scrap in converted Refined) on the Steam Market when they need them, but are really unwanted from the trading base as the rates are mediocre in comparison to price.
People selling have been at it from a couple days to weeks and no 2 scrap offers and even at a scrap it is only wanted at singular levels. Pretty sure 1 scrap is still accurate.
*The reason I included Steam market link is solely because one of my previous suggestions was foiled due to and abundance of that crate at 2 cents.
Market prices are above actual value. Saying that market value is under your suggestion is perfectly valid, it's just that saying that it's above the actual value is perfectly normal.
Not many sold at 2 scrap, most still seem to be selling for 1. The seller who sold 55 at one scrap still has 17 of them left. 2 scrap sales aren't common enough yet to be part of the price.
