There's only a few trades selling unpainted ones. There were offers of 1.33 ref as well as 0.88 ref (1 offer which got accepted). One selling for a fix price of 1.22 ref. Proof below:

This range seems to be better than the other, because I posted a trade in outpost buying these for 0,66 a piece a few days ago and have only bought one single piece. BTW there aren't many trades selling these. Gonna have to upvote for better range.

They are not craftable, they are promotional. You had to pre-purchase Poker Nihgt: At the Inventory to get this.
