Your proof supports the current range.

A sell for 14, and another for 2 Bill's say otherwise. Offers are always above 12 keys too.

One sell isn't enough to change the price. It looks like the low end is wrong, yes, but there is little to no support of the high end change.

The 15 keys offers aren't being taken, the 2 Bill's trade, the 17 keys and the 16 keys offer, the 14 keys + Strange Part + paint offer.

Two of the last three were retracted, and the last is an overpay in items. I don't think any of those can be considered proof for that upper range.
