Why:

Outpost generally sells one scrap higher for low-end items, showing that it is impossible to sell for profit.

There are tons of unsold 0.22 sellers on OP, either that or they have been deleted.

Proof shows that there are people willing to sell for 1 scrap, 1 weapon.

Addendum:

This is literally the worst thing you could get in TF2. First off, there are very few maps with water deep enough to be submerged in. Absolutely no demand, and not even a good strange weapon to put it on. VALVe, make a S. Neon Annihilator so this isn't as pointless!
