Considering I was ridiculed on my last suggestion, I decided to wait until I sold my Hetman to prove my point. After selling it for a Orbiting Fire Ketche and 3 keys (17-21 keys, if going by Backpacks price), I feel its time I set this straight
http://www.tf2outpost.com/trade/8886174 - The only open Bubbling Hetman sale on Outpost. Only one offer of 13 and was hidden.
http://www.tf2outpost.com/trade/8958268 - My old trade. First offer was N*B Heavy Rag. Outpost values this at 14-16 keys. My next offer is 18 keys in pure and items. Eventually sold for the Orbiting Fire Ketche and three keys, as mentioned (Evidence = http://gyazo.com/83680bc428282a3d185a3c803e5c21f5 and the Ketche is in my backpack). The Ketche alone is valued at 14-18 keys. The three keys added on his side makes it 17-21 keys for it. Clearly showing you can get more than the 16 keys high-range on this unusual.
http://www.tf2outpost.com/trade/8766012 - This person received a 13 key offer on his hat and declined it. However, he still has it in his backpack.
CONCLUSION
13 keys, as mentioned in my previous suggestion, is not possible. It is also possible to get 17 keys or more for this unusual - MORE than the range suggests. The current price is wrong. I have sold this unusual today for more than the range suggests. Its time to set the record straight.
Tsk, D'Koda. Unusual overpay. Low end*90%. For ketche is 13 keys, plus 3 keys is 16 keys, still in range.
I agree, current price is fine.
Personally, I don't take overpay into consideration. I don't ask for overpay in my trades, and I feel overpay is stupid. so :3
Everyone else does. Would you love to side trade unusuals all day? But seriously, if you cna prove ONE sale at 17 keys, I would upvote.
Looking at high ranges on the Hetman and Ketche + 3 keys won't count, I assume?
According to the website, its 14-18 keys. if we deduct 10% and say its less (Lets round it to 13-17) and I will agree that the low price of the Ketche is the same as the High of the Hetman. But thats as far as it goes. If we assume this range is right, then its all fine and dandy to add on the Ketche, but the Hetman is stuck at the current range. Loosen up the Hetman, and its plausible that you can get it. The spreadsheet here isn't a bible that everyone follows - and its entirely possible to get more.
I'm looking at it this way. The Hetman is 13-16 on Backpack. The Ketche is 14-18 on Backpack. Removing 10% on the ketche, we get 13-17 keys of value (I'm not going decimal). We then add the 3 keys on the Ketche to obtain 16-20. The Ketche got the lowest possible price and the Hetman got the highest. But look. The Ketche could've gotten considerably more. Even if we obtained middle ranges for the Hetman and the Ketche, (even reducing the ketche by a key) we see the middle of the Hetman currently is 14.5, with the Ketche at 15. Add three keys on the end of the ketche and thats 18.
I was also offered 18 keys in items. Removing 10% of that is about 17. And the nuts rag? 14-16 key unusual. Its middle range alone beats the hetman.
Lets also put into account that I have always thought of overpay to be ridiculous. I don't count overpay in offers. If others want to overpay, fine. But adding 10% for a HOUWAR because of having 270 keys? Thats nearly 300 keys. Isn't that a little excessive? Current range of buds is 26-27, so why not just buy buds from someone else? Save hassle. Theres a difference between capitalism, and greed
HOUWAR is considered pure by many. By the way that ketche:

crap offers

best offer=15 keys
oh well, not upvoting here until proof.
Gonna downvote on this. Same "proof" as before and that wasn't good enough either. :/
Damn, why try again when you know this won't work again?
We know it was an overpayment and it doesn't change the value of it.
1 key change... is that really necessary?
