1 bud + sweets is a fairly common offer (either in pure or unusuals), and the only sales I can find are roughly 1.2 buds, thus I believe that should be the low value. Offers in unusuals don't quite get to 1.7 buds (only one offer on the above trades was at or above 1.7, and it was withdrawn), but a 1.5ish bud unusual + sweets is possible, making the high value 1.6.
