that's not how it works around here. :S

Given this alone, I would say 15-19 would be better.

However:

http://www.tf2outpost.com/trade/9087713 - Traded 1:1 with a steaming hard counter (not sure why) (11 keys with overpay). Check the histories of the steaming and logo HCs to see the trade, and verify it was a 1:1 with their backpacks.

So it appears there are some discrepancies.
