Just bumping up the lower end abit. No one in Outpost selling for less than 4 ref. Proof below:

Keys aren't listed as a solid 4 ref yet, they're at 3.88 - 4. Which is barely in your range, but totally in the current one.
Look at the proof carefully, though I wrote "Selling for 1 key", 1 of them is actually sold for 4 ref.
Moreover, key price is 3.88-4.11 ref as of now. So I don't really see your point.
If anything, I'd bump it down. Its not like its the best strange part out there either. It only seems to pertain to avid Spys.
That's not how the market works, mate. When there's a demand for things at a particular price, we just have to acknowledge them (doesn't matter if its a good or bad item).
Well, to be honest, just as a mutual thing, would you really bump up items such as, for instance, a force-a-nature if everyone had an interest in it? I realize what you are proposing, but it doesnt seem as if it should be that way. instead of closing the gap towards the higher end of the price range, try taking it the other way.
Like I said, if ppl have interest in the item and the market is buying and selling for that particular price, then I don't see why we should pull down the price where no one is actually trading for lesser.
About your example of the FaN, if suddenly there's a hype for it and majority of the traders in the market is willing to pay 1 ref for them, then it is not wrong to bump the price to 1 ref as it reflects the current market (just like what happened to the retired hat series).
