Real money doesn't affect the price of an item in TF2 items....
Steam wallet isn't real money.
Edit: I probably should explain a bit more. You can sell a key for $2 USD on the steam market, and you can buy the paint for $2.50 USD from the store.
Money does affect the price of items, lost of suggestions have been turned down because of that fact
then it has been very inconsistent. i've seen suggestions with some arguments based on steam wallet be denied for that reason
It's a case-by-case thing--A lot of people who claim that X item should be worth a certain price based solely on steam market prices are often forgetting that paypal funds are worth more than steam wallet funds.
Further, not all items are available from Valve for a fixed price, so basing prices off of market prices isn't viable when there is no option to buy an item in the store.

But even then... can't you sell items on the market for however much you want? Or is there a set price or something? Also, just because you can buy an item for real money doesn't mean that's how much it is in TF2 items, at least I don't think....
You can sell your items at whatever price you want, but if there are 100 keys available at $2.20, why would anyone buy the one you put up for 20 bucks?
I've sold over a hundred keys in the market in the last 4 weeks, average buyer price is between $2.15 and $2.25, it doesn't go any higher or any lower than that.

When you sell keys on the steam market, you can usually get about $2 steam wallet for it (buyer pays about $2.30)

Same thing with expanders, prem. gifts, and white/black paints. You can sell them for 3 keys while buying them for $4.98 (2 keys USD) in the store
Keys can be bought for 2.20 on steam store. So 5 dollars is around 2.2-2.3 keys. Lots of tf2 players hv a job so they are willing to shell out 2.5 keys for convenience. I hv seen black and white paint listed at 3 keys and I can tell its very hard to sell them for that price. Once in a while an impatient trader may come along and buy 1 but that’s all..
An example of how price does not affect the price of an item is a Barnstormer, or even any other hats that are in the store, which can be bought for $4.99 USD. Does that mean that the price of the Barnstormer should go up to 2 keys? Also, another example is black/white paint, which has gone up to about 3 keys, as #andy pointed out, which can be bought for $4.99 USD, too, but people are not selling them at 2 keys. Instead they are selling them for the listed price which is 2.5-2.75 keys. Why would ToV be affected in a different way than any other paint that is rising or lowering?
My argument is that the low end of the price shouldn't go over the mann co store price.
For your examples, the barnstormer is worth less than the store price so no problem with that, and black/white paint is about 2.5keys if you sell keys on the steam market so no problem with that either.
While it is easy to sell this paint for 1.5keys+ (I sold 30 within 2 weeks myself: http://i.imgur.com/8yw1Oxd.png ), it is just as easy to buy it from the mann co store for 1.25keys.
I'd suggest putting the low end at 1.25keys, I have no opinion about the high end.

I would suggest 1.5 keys flat for the price of this item. This does not fetch 2 keys in a reasonable amount of time.
