It's his own suggestion, so it's fine.

I have no problem with him changing his own suggestion by opening a new 1, the problem is with linking the suggestion, if the linking code of the website changes (such as if they change the code so that a suggestion's url has the name of the item instead of a code) then it could get lost in translation, and then this suggestion would link to a broken link, it's all about the archiving.
