Looks like barely anyone is getting this at 1 key. Most sellers are exchanging, painted or special leveled so its hard to find anything there. Buyers can go higher than 1 key.

I only see a 1.25 keys offer for a gold one and a couple of 1 key offers for one that's not selling, but exchanging.
I was just about to make this myself. Here's all the proof I collected. (This is a rough draft of a copy-paste I was going to make to suggest this):
Giving this hat a little bump. It seems that people are readily putting up offers of 1 key, and outpost trades have people willing to pay a key and a ref (currently 1.25 keys). This is still attainable at 1 key, so I’m not proposing a drastic increase for the price here. Just a love tap.
Waited to sell my Whoopee Cap before putting this up, in an attempt to prove I’m not trying to raise the price of my backpack.
I’m actually surprised, there seems to be a somewhat good bit of interest in this hat. Not what I had expected. Proof below.
On another note, most people can agree that most willing buyers look for below bp.tf prices for items in order for resell, but this seems to be disproven by the readiness of buyers.
