can i say why it will never cost as much as 30's?
first of all, 30's crates were in drop system half of year(40's-1 year) and they droped rarer. Second: 40's not contain kriezrieg and gunslinger that are very popular in competitive tf2 as well as on public servers.
crate 40 have the best one of the best stock and have a huntsman which is also very popular

and also useless mantreads & holiday punch + pretty useless widowmaker. Also we all've seen power of huntsman after festive release (personally i've never. understand why it's popular. Cool in medieval mod but outside it i've seen only 2-3 persons who played impressive with it).
And about sapper - 6X6 players don't playing spy, but it's awesome to have one.
The issue is more to do with the quantity of crates rather than the quality of the items within. Crate 30 was discontinued when TF2 had much less users and was also available for less time than crate 40. The numbers from stats.tf tell you why this will never have a particularly high value compared to the 30.
Crate 30s: 4070 Crate 30 Stranges: 20500
Crate 40s: 25831 Crate 40 Stranges: 45289
that's why i talk about it 'firtst of all'. Also quality mean lot because demand is more important than rareness
