I do have proof, but first...
I gathered the proof for this suggestion but I wasn't sure whether I had enough... So I figured why not put it out there and see what people thought? Here it is:
4 sellers on OP, one is recent and has no offers. The rest all have high offers and the sellers have rejected offers that are around the low end of the current price range.

http://www.tf2outpost.com/trade/9220168 C/O of 19 keys, considers it a low offer. Offer of a bud if owner adds 7 keys = 20 keys.
http://www.tf2outpost.com/trade/8944980 Offer of 18 keys + two strange parts that total to 2 keys. Buyer did purchase a different unusual, so current C/O is 18 keys. Also rejected offers of 16 and 17 keys.
Low end needs a bump, but the high end is fine.

keep in mind that for a successful unusual suggestion, the proof needed is quite minimal, from 2-5 links. of course more is always better, but i hope this helps for future suggestions! also links should be sold, but offers are fine. however, all links should be less than 1 month old.

One bad deal among the trades. The 11 keys + bills offer is retracted since the person who offered it bought a different hat. Same with the other offers, all retracted. However, voters agree with the suggested price so I'll go with that.
