I'm having a difficult time seeing where the high-end comes from. Would you be able to clarify?
It sells for 23-25 pure. But it does get occasional higher offers in unusuals. Take this trade for example: http://www.tf2outpost.com/trade/8916791. Has an offer of a stormy beanie + a bills made 2 weeks ago which would be 1.6-1.7 in mixed according to current prices. And if you look around, there are some unusual offers that, to me, justify the high end.
