2 on outpost, 3 known to exist. Quite a low tier of hat, higher tier class, and a considerably opinion biassed effect. I would list it at mid/high 2s. Placed at around eerie and lantern, the classic halloween effects.

you should factor in unusual overpay; a lot of people don't consider unusuals to be worth what any spreadsheet says.
Tis a base price. It would be the trader's responsibility to sell at what is deemed suitable for them.
Hes right, edit the range to match mid range of the unusuals on the high end of the suggestion.
Skyline has a point, the high range could be a bit higher. Although this range is pretty good too.
