I would say, that this hat is rarely on sale in outpost, just as the one at the first link said.
The range for the unusual as for the 25 keys I didn't take, because I didn't want to make a big leap to the unusuals range.
the guy who might have taken it for 25 keys has no keys and never said he would buy it..other than that there are no offers that suggest this needs a raise
The guy has atleast 2 unusuals, but I'm not sure will he sell his unusuals or the keys he will get from either of them to it.
exactly, very vague and definitely not solid enough to raise the price this high
Although it's possible that this might need a bump, there aren't many offers, let alone sales.

Edit: Actually probably doesn't need a bump unless he is offered above 18 keys.
I feel kind of bad for the past owner. Seems as though he sold it for a White bills and some keys while under the impression that the haunted tin soldier set was worth a lot. He ended up trading the white bills for a haunted tin set and a G. Bison. Unrelated, I know, but unfortunate for a seemingly uninformed trader.
Can't find the unusual in his backpack history. xP

There is a possibility that he didn't check if the price was outdated.
I would wait and watch these for a little bit, I'm not overly convinced from what there is right now.
As I said, these are really rare on Outpost. Most people don't want to sell them.
Right, which is why I think it would be worth it to watch these trades, and see what kind of offers they get.
It could take a lot of time to wait for anyone to make a good offer...
None are on bazaar or any other trades haven't appeared on Outpost. Seems it would be the best idea to either wait or find more proof.

Good first try, but there are some flaws. Completed trades are better evidence than collecting offers. There is no indication the potential buyer in your link is willing to buy for 25 keys, since he seemed reluctant at the offer, and has no keys in his inventory. Until he does sell it, this suggested price is a bit high.
