CONCLUSION
I can't really come to a defining conclusion. The hat is rubbish, but the effect is known as the best Halloween effect. Considering offers on this hat before, I feel this is rough, but closer to being correct than the previous 1.6-2.5 price.

What would you put on this hat as a range? Anyone who has offered near 1.6 was laughed at. The hat went for more than that each time
Besides. The same guy knocked back Two 1 bud unusuals and a S Sapper. I'm even putting in unusual/item overpay into consideration. I'm sorry for not knowing unusual prices as much as anyone else on this site - I'm at least trying to get a feel for unusuals and their approximate values.
