There's literally 9 OP trades involving an uncraftable loose cannon.
http://www.tf2outpost.com/search/91079707
From those, 4 of them are just people mashing together random things in their bp and asking for a game or a Sharp Dresser or an Ap-Sap.
One is a guy selling all uncrafts for actual money.
Two of them are selling their cannons for .66 refined (And nobody's shown interest in those yet)
However, that leaves 2 trades left. This is where the proof comes into effect.

This is just an offers trade. 4 days ago, a guy asked for .22 on the UC Loose Cannon. He got turned down, but that show's there is at least someone will happily pay .22.

A typical weapons-for-a-scrap deal. However, the trader is selling their Loose Cannon for a scrap as well, so there's also a selling market for a scrap.
Searching for buyers proved ineffective, everyone was buying normal loose cannons for a scrap, no word on uncraftables.
Judging by the 2 important links, there are some people selling for .11, but also at least 1 person buying for .22, hence the range.
I know it's a middling amount of proof, but that's what happens when you check the prices of uncraftables (and hey, most of Long's UC suggestions consist of 2 links too)
