The Way I look at it is that buyer always pays for wrap, if there is pre wraped for 14 keys that means the hat is 13 keys and the wrap is 1 key. Backpack.tf goes by price of the hat itself and not the wrap included.

Very few of these on outpost but still easy to get for 13 keys, no need for 14 keys in the range

Gosh, I totally agree. It took me a week to sell my pre-wrapped one for 12 keys with hard core bumping. And I know of at least one other guy having trouble at that currently: http://www.tf2outpost.com/trade/9600638

He had it at 12 pre-wrapped with no luck for a week and changed to 11 pre-wrapped.
