These have all been rejected. His BO is 1.5 buds, but for the sake of a price, let's put the top end at 25 keys.

No, because he rejected that offer.

Not if it's rejected. That implies he's looking for more, and seeing as it's one of one on the market, and it's been up for 7 months, it looks like he's not budging from his BO or at least extremely close.
You can't base a price around a seller's stubbornness. If we were we'd have to make the price 1.5
Who says somebody else is willing to offer more than 22 keys?
I'm saying if somebody wants this hat, they'll have to offer more than that. Perhaps too high of a bump, but if he keeps rejecting these lowballs, then it should be higher than all of them.
Somebody did want the hat, the 21 Key offer was from a G. Fetti collector, and what makes the offers he is getting lowballs?
Hard to tell about the 21 key offer if he was a collector, and his hat is just getting lots of realllly low offers. Like lower than steaming/smoking/bubbles for pencil pushers, even.
Out of those 2 offers above the current range, the cash offer was from a Russian with no rep from 5 months ago, and the 21 Key offer was 2 months ago and hidden by the person who posted it. There isn't any guarantee that it was on the Pencil either since we don't really know when he sold the other items.
All the other comments around that time period were for the pencil, so it's safe to assume that was for the pencil too.
It's the only one on the market and the seller doesn't want that offer.
