Nearly all of the steaming and smoking wraps on outpost have a buyout of 3.5. However, there are more steaming and the effect is less fitting on the hat when compared to smoking. That being said, this should be pc'd just a bit under smoking. My bad, here's some proof of my claim:

That's not how it works though. You need to show links of people selling them for that low for quite some time (>1 week). And some other stuff too, not only reasoning.
