I think the price must be highered, cause it is kind of rare.
If you went onto backpack.tf on the day of the release, there were a lot of them, plus there still available with the Portal 2 Soundtrack

It's not always rarity that decides the price. It's the demand that has a bigger cause on the price.
Hell, why do you think that the earbuds are worth around 27 keys while the conquistador is worth 1.33?

The rising or falling of an item is determined by the general marketing price on websites or trade servers based on what the sellers and buyers want to offer or sell for it, not just based on one opinion.
If you would like the price to increase, you need evidence to support that the price is indeed rising. The item as well is not rare, as it can actually still be obtained by purchasing the Portal 2 Soundtrack, which comes with a promo code for the "What's in the Portal Soundtrack" box. It is still available in the promotion.
