Just a small price bump, 3 month old current. There's been some increased interest in this hat, I'm seeing offers of a bud and a few keys pure, and some nice unusual offers at http://www.tf2outpost.com/trade/9546328 . One person offered a blizz L'Inspecteur (a little under a bud with overpay) and up to 8 keys in sweets (6 keys and 8.33 ref), while another offered an O. Fire Baker Boy 1:1, easily sold for a bud and a bill's. At http://www.tf2outpost.com/trade/7122143 , there were some nice offers, including a smoking Whoopee and TS Bill's (1.3 buds total), and 34 keys pure (My basis for the high value.) Based on these offers, I feel like the range needs to be raised a bit.

I had one a while ago, this was about the price it was going for. I would personally of made it 1.1-1.3.

Well, the 34 key offer on the second trade was why I decided 1.4 would be more appropriate.
