The low value I have chosen because it reflects the general middle ground of unusual offers, with additional sweets, whereas the high value was chosen as it is the voodoo juju offer was rejected, and the 22 key offer is somewhat similar. I would speculate that the slightly higher price of 23 keys may be enough to purchase this hat.
