38 dollars in steam cash isn't 24 keys. You can only get keys for 2.49 there, so it averages out to about 15 keys.
EDIT: I also don't see where 21 keys comes from, your highest offer is 20.
Steam Market sells @ 2.27, so around 16 Keys. Got declined though. Anyways, that's why I listed another offer he got.
