Well, this is an interesting little hat. Pretty bad, in my opinion, but after seeing one trade, I figured to do some investigating. 3 on Outpost. None on Bazaar. 1 in classifieds (wants 14 keys)

http://www.tf2outpost.com/trade/9894630 - Posted today. Immediately recieved an offer of a White Bills + 5 keys. 15 pure. Was also offered a Blizz Mongolian - 13-17, according to backpack.tf current pricing. Calling this a 14 key offer. (Midrange of 15 + Unusual overpay reducing it to 14.)

http://www.tf2outpost.com/trade/9724550 - 6 days old trade. Was not traded, but someone was at one stage prepared to pay the 17 key buyout of this hat. Was also offered a G Fetti Stuntman (17-21 key hat) if the owner gave sweets. Was refused. The same person offering the Blizz Mong also posted here.

http://www.tf2outpost.com/trade/9580594 - One week old. Someone offered 14 keys + Sweets on it. One week ago the Ap Sap was about 15 keys, from memory as well. Few lower offers as well, but they equate to less than 12 keys.

CONCLUSION

While it is a far fetch, 17 seems like its (Barely) Possible to reach. Not one person offered 13 keys, and anyone who offered less was either in items, or lowballing. The price seems suitable. The old price was 2 months ago. I think it needs a bump.
