If a pencil pusher is painted, then it's glitched. It's the same as a painted cow mangler.

If you want to be technical, a glitch is a part of the code that was unintentionally programmed in or is an unexpected result of coding something. If Valve never planned on having the Pencil Pusher be paintable, then I'd call it a glitch because it was unintentionally made paintable for a little while.
