Had one of these myself and no-one seems to offer on it, its a new hat so thats prob why. New hats are always high in price for a while. Even the bliz cold killer (themed) is going for less than its predicted price (8 buds b/o rather than 9buds). Anyway I have put this price cuz I got offers a little under 4 buds, and on other trades the highest I found was lately was 4 buds. Though I did manage to sell for a of modest + 1 bud + sweets (4.66 buds going by top price) hence the suggested top price. I myself paid 4 buds for this
