I think that it can go as low as 1 ref depending on the conditions of the trade, (Bulk trade, etc). I feel that 1.66 is the highest this item is going to go though unless someone starts hording them or people start scraping them.This is unlikely.

i think that craft hats/misc cant go below 1.33

"I think", "I feel" does not reflect the market, you need proof.

Also, as said by 12389123 people 12738109237 times on 12893719023 posts, craft hats are not below 1.33.

We don't count bulk trades as evidence here. Craft hats are always worth at least 1.33 refined as well.

hats/misc should be minimum of 1.33 ref

people buying craft hats for more then the low range.

still that's not proof. Sometimes buyers pay high end of the range. I know this suggestion is useless, but it's just not counterproof.
