Updating 5 months old price. Only 7 such hats exist and just 1 trade on OP, none in classifieds, on bazaar, tf2wh or tf2shop. Almost no supply, some demand. None sold for below 18 keys, some accepted offers and sold at 18 keys, one sold at 19 keys. Several offers between 19 keys and 23 keys. One sold at around 1 bud. The seller looking for 24 keys, unsold. No offers at 24 keys or above.

Seems good to me, but the 1 bud sale is what's bothering me a little. Can you possibly look at the hat history, and see if it sold to a person who had buds at that time? (I'd do it, but I can't access Outpost at the moment, due to some technical difficulties)

I know what you mean. I can't seem to backtrack for how much exactly he sold the hat, but even if he sold it for less, there have been other offers like the bubbling drill hat and the scout set, that are around the 23 key mark. Considering that there is almost no supply, selling for 23 keys certainly appears to be possible.
