Been keeping my eye on this hat for quite some time. Hard to price check with so few on the market.

Proof:

Price (not BO) 2 bud 15 keys, got an offer of a stormy chapeau (2.22)

Although weirdly enough he got an offer of a ghosts hoodie ( 2.8-3.3) and turned it down.

Your range is very confusing, are you trying to get the price up or...?

Prices are buyouts. The price of the item is what the trader would automatically sell for, thus being "bought out"; hence the term buyout.

The fact that he accepted both 2 pure offers shows that this needs to go down to 2-2.1. Ghosts Hoodie was an outlier, and Stormy Chapeau, although old, is 2 with overpay.

First link has a 2.1 offer (Lantern Noir), and that's the highest non-outlier.

Therefore, 2-2.1 is best, as offers top at that and 2 has been both rejected and added for.
