That's how much he/she payed for it, and if it's 1 of 1, then that does reflect on the price of the hat.

Burning Festivizer is ~2.7 with overpay, 10 ref is 2 keys, GBK Wrench is .3 buds, so that's 3.1 buds.

Yea, so as long as he put that as proof then it should be fine. Though as Ethan said below he/she overpaid for the hat, so I'm not sure how that works as proof for 1 of 1 unusuals.

What Ethan means is that he bought it for more than he should have. This was a transaction, perfectly valid, and if this closes you're welcome to suggest the most recent sale as the low end and this trade as the high.
