Personally, I think that a hat/misc should be more valuable if it is unusual (of course), genuine, or in any other cathegory than unique. It is just stupid for a rarer type item to be under the price of a regular one. That's why I think that the genuine price of this misc should be higher.

Um, because the unique rogue is not that common maybe? Check the stats, uniques are like 10 times rarer than genuines. So your statement is stupid as you said

A quick click would have made you much more informed. 96.3% of this item (118,293) are Genuine. There are 4500 Unique ones. This Genuine will never be worth more than 1.66 as there are a metric shit ton of them.

Logically, this should be true. But since nobody's buying/selling them at higher prices, there's no good reason to raise the price.
