Conclusion:
It seems that owners would not let this hat go for less than 23 keys (~1.1 bud), so setting 23 keys as the low end.
Highest offer this hat got is 31 keys, so setting 31 keys (~1.4 bud) as the highest end.
Please provide me with counter-proofs if you disagree with my range :)
