Actually looks like the high end could be 21 keys. That 12 key + VoT Bills is close enough to 21 even if they only offer something like 2 craft hats in sweets.

Also this one was offered 21 keys 3 weeks ago and looks to have sold for that much.

I know they don't go for 9. They're more of 8-8.5 at this point.
