And I hate to use steam market prices, but the steam prices for gift wrap are consistently ~30 cents lower than the prices for keys.

For most suggestions quickbuys are not valid evidence. If something isn't moving at the normal price then one needs to start looking at quickbuys, however.
It is moving alright, keep the quick-sells away.

Ok, here are my problems with this.
(1) Usually when an item has a range, there will be a few sellers at the low end of the range. For an item like a gift wrap, if there is not a single seller at 4 ref, that should flat out not be in the range. You aren't even showing sellers in the middle of the range. All your proof is from quickbuyers.
(2) Saying unsold at 1 key or limited at 1 key is deceptive because a ton of the mass sellers of gift wrap leave a trade open and buy/restock as needed or when there is a favorable time to sell keys on the market.
(3) Showing proof of unsolds is easy. Showing proof of solds is the challenge. You should know this. Go on a website like tf2tp that shows actual sales and you will see that all gift wraps are selling at 1 key. Sure, it may take a little bit longer to sell at 1 key (like it is taking a bit longer to sell bill's at 8 keys), but most are still selling at 1 key.
Sellers at 4 move quickly and you can't search closed outpost trades.
It might be quicksell level, but I didn't do .9-1 because there was a big argument about that on the upgrade gift suggestion yesterday. If this doesn't pass I suppose I may not have a choice.
I am aware the wording is a bit weaselly, but I checked every pack and didn't find strong evidence of lots of sales. They may have restocked, but its hard to tell when all I have to go on is "I sold 39 trust me on this."
A site like tf2tp tracks all trades and would include those trades at 4 ref. There are 50 gift wrap trades in the last 5 days. Only 1 seller selling for less than 1 key - http://tf2tp.com/trade.php?trade=9407785. 49 trades going for 1 key or more (one seller at 1.2 keys).
And since people have a natural distaste for tf2tp, I get around this problem by finding the same seller from tp on outpost and showing the sale/closed trade there. Either way, it gives a generally representation of what the market is like.
And if you flip over to the buyers side, it looks like the successful buyers are buying at 4.66 ref and 5 ref.

I buy them often and the best price I could get, yet, is 1 key for gift wrap + a rec. I could not find anyone selling for 1 key, less 1 ref.

There is a difference between making a suggestion to help your own trading, and noticing a pattern because of your trading.
I've been buying them for 4 regardless of the price we list here, and I'll continue to buy them for 4 whether this passes or not. This passing will make it harder to sell the ones I have. Better to inform people they can get it cheaper, since the entire point of the site is to help inform consumers.
I've lowered the prices of countless items I've owned, including multiple unusuals. If you're going to make bland ad hominem attacks please put some effort into it.
And it's official, had to close my buying trade due to too much stock.
As covered on multiple topics, if lots of traffic is happening at quicksell prices then that means it may be time to reappraise their "quicksell" status. It's so trivial to get gift wrap for 4 that I stand by my range.

It would perhaps be better to change the price to ref rather than using keys still.
Second of all is the steam community market. That's not a good viable source of proof, as you can buy gift wrap from the Valve store in-game for 50 cents less than a key in-game. I'm assuming people buy from the steam community market if they live outside of the US and the gift wrap is cheaper in the market due to currency conversion.

If they go for less than a key, why shouldn't they be listed in ref? It just seems odd that this "definitely" has to remain a key.
Buying for less than 1 key takes significantly longer than selling for 1 key.
then why do I have 9 unsold wraps in my pack?
many reasons like:
1. No one likes you.
2. No bumping
3. Late add request acceptance.
4. Not accepting items or metal.
5. All of the above.
The first 3 reasons are invalid; I'm just another trader on outpost, I have autobumps and use all my regular bumps, and I accept all incoming adds.

The giftwraps should stay at one key. In the past 6-7 days I've sold giftwraps for one key each. There was even two times where I got offered items that were above a key. And yes, there was a guy wanting to buy one with four ref, but he had an own giftwrap trade going up where he sells for 1 key and 3-4 ref.

I had to bump my price because I ended up with too much metal at once.

They need a metal range from 4.77-5.11 since the value of keys is always one step ahead.
If the ´price´ for a key is 5 refined then it'll be hard to get them for 5.11. Therefore most people would rather pay the ´official price´ of a key in metal for a wrap instead of just paying a key.
.2 keys = 1 refined is just too much of a quicksell.
And yeah, I own 30+ of them.
As I noted above my last suggestion was closed for being in ref not keys.
Given the number of people who want a key minus metal I can see the reasoning.
So 1 key is fine then. I honestly don't understand your suggestion in that case.
Keys are 4.77 - 5.11 so your new range of .8-1 keys would be 3.88-5.11 refined.
